Should animals from warm and hot climates be kept in cold climate zoos?

Wtf, that is bull****. If the animal does not have proper care (warm temperature, wide enclosure, herds if it is a social animal), then it does not belong there. This zoo should be shut down or something.

From what I can infer, though, sounds awful.

This sounds like more of a problem with that Zoo in particular rather than northern zoos in general. I've visited the Cleveland zoo and while there's certainly room for improvment none of it came anywhere near to as bad as what's described here. For starters, I know that all the animals are moved to heated indoor facilities once the temprature starts to drop.

I agree with Knux, if a zoo can't provide proper care then it should be shut down.
