Phantasy Star was RPGotW a few weeks back. Of course I enjoyed it.

Storywise, I haven't played IV, so I have to give the story award to the second. However, as you all know, my taste in video games is a little different from most people's, especially when it comes to RPGs, where I don't particularily care what the story is. If I want story, I read a book. When I play RPGs, I expect a cool (or at least acceptable, since cool doesn't always work) battle system, a good dose of originality, and, at least once in every game, I expect to talk to a senile old man. Well, maybe not the last one. But Damor rules. My point is, if you're looking for story, Phantasy Star is probably not the best game.

PSIV pwns. It is the only PS game that I have played.
