For the Dreamcast, I'd say a tie between Shenmue 2, Phantasy Star Online, and Grandia II.(Except the characters there obviously aren't allowed to have mouths Image )

Outside of Dreamcast, Phantasy Star for the Master System had the best graphics ever seen on an 8 bit system.

...Why is everyone staring? :D

Just kidding. Rogue Leader for Gamecube looks nice.
