I tend to steer clear of them.
My favourite weird little festival is Kentuck Days, a local hootenanny in the village of Crandon (about midway between Rhinelander and Green Bay). For some reason a whole load of people from Kentucky moved to that general area about a hundred years back, and the current residents are super into their goofy Kentuck-itude, so they celebrate it in the summertime with a parade and food. (As if the northwoods of Wisconsin weren't hillbilly enough as is.)
