It's possible to get an STD from either sex. However, I believe you can get tested for most STDs. Some, you can't, but there's nothing you can do about that.
Well, if he's saying "You WILL get an STD", as in, "no matter what you do", then yeah, he's trying to scare you.
For short, if neither you nor the other person has an STD, then having sex or experimenting will not produce one. You can't "make" an STD, it has to be transferred. That's... kinda why it's called a sexually-transmitted disease.
