They forgot #101 Law of the American Luffy, which is that the hero or whoever has a lot of speaking parts must have the most inappropriate or most annoying possible voice in the English version. Everyone else can have decent or even good voice acting but the hero or whoever has the most speaking parts must have a very annoying voice.
First Corollary-If possible, try to have David Lucas voice a character in the English Version
