I never saw Hiko beat up anyone but Kenshin....but yeah, I'll say he could beat Sam Jack as of right now. But when Jack's got his iron crown and bad-ass black beard down to his stomach, when he comes into his final strength and defeats The Blue Guy? No. I'll still say that at his height, Sam Jack would win. =P
