Well, I'd have to say a tie between Tails, Omochao and Shahra.

Tails in the 2D games just a pain in the ass because he doesn't do anything, he's always getting himself killed, and works as nothing but a nuisance in the Chaos Emerald minigames. Omochao... just won't shut up. Neither will Shahra, and hearing her go "Whoooooooooooooooaaaaaaaaaaaaaaaaaaaa!!!!!!!!!!!!!!!" every time Sonic goes over 11 miles an hour gets annoying.

Anyone else got stories of pain to share?

The only annoying thing about Tails in Sonic 2 was that you don't get him for the last 2 stages.
