Eh. Most of KH2's villains are pretty lame, but they did their job. I was a fan of the sniper guy, if not just because he was one of the only ones who wasn't some half-baked Bishounen character, but otherwise, Xemnas was pretty stereotypical and the rest of the organization was pretty whiny. I still need to go back and do a second play through, merely because I beat KH twice and I hate uneven numbers.

The concept of Sin from FFX was pretty cool. You know, a big, massive, indestructable creature that destroys things at will. But then the story happened and it kind of killed sweetness part.
So yeah, Kefka is awesome. One of the few villains out there who decides to take over the world with seemingly no real goal in mind other than to act eccentric and shoot bolts from his tower.

Not gonna put these in order, just comments:
Kuja - good, but not great. Nice and evil, but what weakens him is that he's not the final boss. FFIX's ending was crap.
Vayne - I liked him when he was just using violent political machinations to take over countries and launch aggressive wars. Then he had to turn into a bloody philosopher.
Seymour - hate-able, but not in a good way. I just wanted to punch him in the ****ing mouth.
Sephiroth - what can I say, I love him. Yeah, his motivations are pretty emo, but his scenes are done so well that every appearance just radiates sinister tension.
Kefka - the number one evil. This guy is so delightfully hate-able he's just wonderful.
Kuja - good, but not great. Nice and evil, but what weakens him is that he's not the final boss. FFIX's ending was crap.

Technically, the Sephiroth which was good was the one before they made him emo about his 'mother'--which was the early-game Sephiroth. The one who appeared to just kill people 'cuz he hated them.
That's probably the memory most Sephy fanboys worship, since being emo isn't really evil.
